Prior to forming the firm in 1980, Mr. Phelps served for three years as Vice President and General Counsel of G.D. Searle & Co. From 1969 to 1977, he was a partner in the law firm of Burditt & Calkins in Chicago. Mr. Phelps began his professional career in 1965 as a trial attorney in the Chief Counsel's Office of the U.S. Food and Drug Administration, and in 1967 he became an Assistant United States Attorney in the District of Columbia.
Mr. Phelps received his undergraduate and law degrees from the University of Cincinnati (1960 and 1962). He is admitted to practice in the District of Columbia and many federal courts, including the U.S. Supreme Court. Mr. Phelps is a member of the American and Federal Bar Associations. Mr. Phelps was a member of the U.S. National Commission for the United Nations Educational, Scientific and Cultural Organization from 1983 to 1985. He served as General Counsel of the Regulatory Affairs Professionals Society from 1982 to 2002.
